Last night's Gazette contains the appointment of Mr. ROBERT GRAHAM

to be a Commissioner of the Treasury. From this we conclude, that Ministers, aided by the result of the very active PIIIIVIISS which has taken place, make quite certain of Mr. GRAHAM'S return for Perthshire.
