King LEOPOLD'S new Ministers have commenced their career. by a

decided step. They have removed all the Governors of the various provinces of' the kingdom. This has occasioned great dis- content; and we find no explanation of the circumstances which have led to so sudden, and apparently uncalled-for a proceeding.
