among their Gentile neighbours. He makes other observations which are worthy of consideration. He holds that the ideal will never be realised till religion is the motive-power. Meanwhile we have to recognise the good effect of such legislation as that of the Factory Acts and the Employers' Liability Act. After all, these enactments have been rendered possible by the growth, conscious or unconscious, of the religious spirit.
