The accounts from Spain this week have been very satisfactory.
After some difficulty and delay, MENDIZABAL has succeeded in completing the following Ministerial arrangements ; which, it will , be seen, differ materially from those announced a fortnight ago.
M. MENin CABAL is President of the Council and
Minister of Finance ; General ALA VA Minister of Foreign Affairs ;
GOMEZ BELLARA Minister of Justice ; M. ULLOA Minister of Marine ;
M. Ar.monovalt. Minister of War ; MARTIN DE Los Helios Minister of the Interior.
All these persons are decided Liberals. BELLARA was chief of the Junta of Saragossa, A t.st onov AR chief of the Valencia Junta, and ULLOA Member for the Liberal city of Cadiz in the Chamber of the Procuradores. Nearly all the independent Juntas have been dissolved of their own accord, and every disposition is manifested to give MENDIZABAL and his Cabinet "a fair trair- ,Tliccortes are convoked for the 16th of November " to devise the constitfw tional measures called for by public opinion." The C:unt DE Las NAVA:S had not advanced within ninety miles of Madrid, and it was fully expected that he would disband the troops under his command. It is expected that, on the meeting of the Cortes, a new law of election, and a revision of the Royal statute, the Estatuto Real, which has caused so much dissatisfaction in Spain, will be proposed by the Government. It was reported, in the beginning of the week, that Don CARLOS had abandoned his troops and decamped in disguise; but this rumour has not been confirmed.
