On the same day Mr. Wilson took the oath on

entering his second term of office, and it is said that he kissed the following text in the Bible : " God is our refuge and strength : a very present help in trouble." His first official act was to deliver his second Inau- gural Address "—a title which arouses the most poignant memories in every student of Lincoln's life. The Address was worded with characteristic carefulness and distinction of phrase, but contained no direct reference to Germany—an amazing but also a character- istic feat in itself.
