the relation of the Dominions to foreign affairs, has been published as a White Papers It will be remembered that it was proposed to hold a Conference but that the project -was abandoned: In the first dispatch from Mr. MacDonald, who was then Prime Minister, the difficulties of consulting the Dominions effectually for the purpose of a common policy are stated. The Prime Ministers of the Dominions are a long way from Great Britain. By whom ought they to be represented when they are not here ? Changes of Government may upset all attempts at continuity of policy. Attention is drawn to Mr. Thomas's former proposal that Oppositions as welLas. Governments should be represented in the Imperial Conference. Mr. Mac- Donald thought it premature to hold a formal Constitu- tional Conference, but suggested that a meeting of experienced representatives of each country' might • succeed in drafting a basis for further discussion.
