In Austria, the constitution of 1848 has at last been
formally and finally rescinded by an Imperial rescript. The reign of secret tribunals is restored ; the proceedings of the law courts are no longer to be public. Along with the constitution of the revolu- tionary epoch, some few privileges and securities previously en- joyed by the subjects of the house of Hapsburg have also been swept away. The powers of the municipalities have, wherever they existed, been curtailed, and in some instances abolished en- tirely. It is not the status quo ante that has been restored in the Austrian dominions ; the condition of the people has been rendered more servile.
