The Premier made an important speech to his constituents at
Carnarvon on Saturday last. His new non-party Government, with as many Liberals as there were in the old Ministry, and Labour for tho first time in the inner circle, was, he said, to be regarded as an experiment. But people must remember, he added in a witty aside, that " very small mon or small Cabinets were not the least efficient." He had been the first to recognize success in business as ranking with political success as a claim to high office, and he desired his now colleagues to be given a fair chance. They ware hard at work, emulating the Ministry of Munitions, which, he said with panlonable pride, had increased the supplies so rapidly that after the battle of the Somme our armies in France had more heavy guns and shelle than when they began the advance on July 1st. The new German submarine menace was a great peril, but it must be met. It showed at any rate that Germany despaired of winning the war on land, when she announced " with insolence amounting to insanity " that she would sink all neutral ships in the war zone.
